Letters of Authorization

A Letter of Authorization (LOA) grants permission to an organization to receive another company’s confidential data. In accordance with Railinc's data access policy, these authorizations are necessary to ensure confidentiality and to meet specific regulatory requirements of the rail industry.

Railinc’s LOA application makes it easier for companies that need access to another company's data to:

  • Submit LOAs for approval,
  • Manage LOAs already submitted and implemented, and
  • Update, renew or revoke LOAs on file.


Railinc Letter of Authorization Policy

Railinc’s LOA policy prevents data disclosures that are unauthorized or that are inconsistent with applicable legal requirements. The policy requires companies that grant data access to:

  • Submit an LOA with an effective term of 1 year, 2 years or 3 years;
  • Submit a new LOA before an existing LOA expires to ensure uninterrupted data flow; and
  • Affirm the validity of LOAs each year or face a cessation of data.


Grantors who are giving data access to another party and want to submit an LOA should send these authorizations to the Railinc Customer Support Center at csc@railinc.com. Railinc will communicate via email to inform Grantors of new LOAs submitted on their behalf.

LOA E-Signature Process Overview
Railinc created a presentation to provide an overview of the new LOA E-Signature process. This process eliminates the need to attach PDF or scanned documents to an LOA, saving time and eliminating paperwork for industry participants. Railinc recommends that any LOA Grantees who have submitted an LOA to Railinc in the past or who expect to submit an LOA in the future review these slides. Railinc also highly recommends that LOA Grantors review the slides to understand the new process.

Access LOA Application Through Railinc Single-Sign-On
You must have a Railinc Single Sign-On (SSO) account to access the LOA application. Click Register Here in the SSO login at the top, right of this page and follow the prompts to establish your account. You will receive an email confirmation of your profile, which you must verify within 14 days to unlock your account. You can establish an SSO account at any time. If you already have an SSO account, you do no need to create a new one. Once you have established an SSO account, you must request permission to access the LOA application after you have logged on with your SSO account.
